The Hong Kong Government in this despatch accept the War Office's proposals that the agreed arrangements regarding the site of the new cantonment at Kau Lung Tsai should remain undisturbed, but they are not prepared to accept the proposal that the 2 site at Sham Shui Po should continue to be held by the War Department rent free. In normal circumstances one could sympathise with the line taken by the Hong Kong Government, but it seems in present circumstances rather unreal and illogical. continued occupation by the military of this site, originally occupied temporarily in 1927, hampers the expansion of the urban area in Kowloon, but Hong Kong cannot at present turn the military out of the area, and it seems illogical to insist on payment
